Sustaining Expanded Learning Programs

The Partnership for Children & Youth (PCY) and the Los Angeles County Office of Education (LACOE) Expanded Learning Technical Assistance Unit partnered to produce this manual for program administrators and leaders considering if and how to implement family fees.

This manual provides insight and examples from dozens of expanded learning programs from across California that have successfully leveraged family fees to enhance the quality and sustainability of their programs.

This manual is grounded in research conducted by PCY about funding strategies for after school and summer programs:

A 2016 study included interviews with 15 ASES programs (diverse in geography and size), as well as input from over 150 program providers statewide. See PCY Sustainability Findings.

A 2008 report delved into the implications of a variety of funding strategies. See Filling the Gap: Funding Strategies for California's After School Programs.
