ELO-P Funding Analysis 2021-2023
We partnered with Public Profit to analyze Expanded Learning Opportunities Program grant allocations and spending from 2021-22 and 2022-23. We analyzed data for local education agencies (LEAs) that received funding in both years (1,596). This included both charters and traditional public schools. We found that overall, LEAs spent most funds (92%), despite allocation doubling in the second year. Yet this meant that over $440 million was still left unspent in 2022-23 and could have gone to kids and families. LEAs who spent most of their money in 2022-23 tended to have larger ELO-P allocations.
